Community Planning and Building Department

The Planning and Building Department helps guide how land is used and how buildings are designed and constructed in Coupeville. We review projects on private property, including design review, zoning, subdivisions, signs, environmental protection, shoreline rules, and building inspections.

We also work on long-term community projects such as the Town’s Comprehensive Plan, the Shoreline Master Program, and Ebey’s Design Guidelines.

Our staff supports two key volunteer groups: the Planning Commission, which helps shape land-use decisions, and the Historic Preservation Commission, which helps preserve Coupeville’s unique historic character.

The Community Planning Director is your resource for questions about land-use reviews, including variances, conditional uses, subdivisions, shoreline permits, and design review. The Director also provides interpretations of the zoning code (Title 16) and the Comprehensive Plan, and oversees any amendments to these documents.

The Building Official provides guidance on building, mechanical, and plumbing permits, and also handles code violation complaints.

The Assistant Planner is your resource for land-use applications, including Certificates of Appropriateness (COA), Home Occupation permits, Sign Applications, and Short-Term Rental approvals. The Assistant Planner can help you understand requirements, navigate the process, and ensure your application is complete.
