Planning & Building

In general, the planning and building functions of Town government are responsible for administering policies and regulations governing use of and construction on private property.  This includes zoning, subdivision, signs, design review, environmental management, shorelines, plan checking and building inspection, in addition to longer term projects such as the Town’s Comprehensive Plan, park planning, and historic preservation.  In addition, staff works closely with two boards and commissions – the Planning Commission, and the Historic Preservation Commission – providing support in their respective areas of responsibility.

The Town Planner is a resource for questions on land use reviews such as variances, conditional uses, subdivisions, shoreline permits, and certificates of appropriateness (design review), as well as interpretations of and amendments to the zoning code in Title 16 of the Coupeville Town Code and the Comprehensive Plan.

The Building Official provides assistance on building, mechanical, and plumbing codes and permits, and code violation complaints.

The Town Engineer provides engineering support to the Public Works and Utilities Superintendents, write reports required by state agencies and provides plans and calculations for water, sewer and storm utility improvements.
