RFQ – TIB and Headworks

The Town of Coupeville is soliciting proposals from qualified firms to provide services
for the TIB and DOE grant projects in the Town of Coupeville, WA, herein referred to as “the Grants.” The selected consultant(s) must be licensed as an Architect or Engineer in the State of Washington. The selected consultant shall perform/manage the tasks
specified in the “Scope of Work” section of the Request for Proposal (RFQ).

The Grants will include, but are not limited to, for Transportation Improvement Board
(TIB) street grants: street overlay, street rehabilitation, sidewalk replacement and new construction of vehicular and pedestrian transportation facilities; and Department of Ecology (DOE) wastewater grant: headworks repair and/or replacement for a sewer treatment plant.

ENGINEERING CONSULTANT

RFQ Engineer

The Town of Coupeville is soliciting proposals from qualified firms to provide
engineering services for projects in the Town of Coupeville, WA. The selected consultant(s) must be licensed as an Engineer in the State of Washington. The selected consultant shall perform/manage the tasks specified in the “Scope of Work” section of the Request for Proposal (RFQ).

The Town of Coupeville is in need of a firm to oversee all aspects of their engineering
needs. The engineering work may include, but is not limited to, utility projects including water, wastewater and storm water, street work, transportation projects, public works projects, system plan updates, finding funding sources and grant applications, plan review, and inspections.

The Public Works Superintendent, along with four full-time staff members and one seasonal employee, is responsible for maintaining 11.93 acres of parks; 6,396 feet of trails and walkways; 27 miles of water distribution lines; over 10 miles of sewer mains; and over 7 miles of ditches, culverts, and storm water pipes.

This department is also responsible for the following:

  • Right-of-Way Permits
  • New Water and Sewer Connections
  • Repair of Street Signs and Hydrants
  • Leak Repair
