NOTICE OF PUBLIC HEARING

COA-26-029 – Public Hearing

Description: The Historic Preservation Commission will hold a public hearing to consider COA-26-029. The applicant, WhidbeyHealth, is requesting a Certificate of Appropriateness (COA) to develop a new parking facility on a parcel located between NE Third Street and the WhidbeyHealth campus. The facility will provide parking for up to thirty (30) vehicles and will be used by WhidbeyHealth staff. Additionally, the Town of Coupeville has also issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act (SEPA) for the proposed project.

CUP-26-002 – Public Hearing

Description: The Town of Coupeville Hearing Examiner will hold a public hearing on Thursday, October 15, 2026, at 10:00 a.m. to consider CUP-26-002. The applicant, Krista Moser, is requesting to increase the number of bed-and-breakfast guest rooms from two to four. The bed-and-breakfast is located at 1003 Summit Loop, Coupeville, WA. Written comments regarding the conditional use permit must be submitted to the Community Planning Director no later than October 14, 2026, at 4:30 p.m.

Interlocal Agreements

The Interlocal Cooperation Act provides the authority for Washington State local governments to enter into interlocal agreements with other public agencies in the interest of cooperatively sharing resources for their mutual benefit. In accordance with RCW 39.34, the Town of Coupeville has executed interlocal agreements with other public agencies for various purposes over the years.
