Sealed bids will be received until 2:00 PM on Friday, February 22nd, 2019 at Coupeville Town Hall, P.O. Box 725, 4 NE 7th Street, Coupeville, WA  98239 for the following work:


The said bids will then be publicly opened and read aloud.  Bids received after the time fixed for the opening cannot be considered.   Contract will be awarded, or rejected, within 15 days of the bid opening.


 The project consists of an approximately 208 square foot public restroom facility constructed within an existing barn structure.  The project also includes improvements to an existing public parking lot, including grading, paving, curbing, storm drainage, landscaping, lighting and associated utility work.


Documents will be ready for release to contractors on Wednesday, January 30th.  Plans, specifications, addenda, and bidders list for this project are available free of charge.  Access is provided to Prime Bidders, Subcontractors, and Vendors by contacting the architect;  Bidders will be given access to a Dropbox folder in which they will able to access fully usable on-line documents; with the ability to download & print to your own printer.  Contact Stig Carlson Architecture at (206) 265-1750 should you require assistance.


An informational pre-bid conference will be conducted at the site, adjacent to the Coupeville Library, 788 NW Alexander, Coupeville, WA  98239, at 9:30 AM, Thursday, February 7th, 2019.  Bidders are strongly encouraged to attend. The meeting will include a walk through of the project site and will present the only opportunity to tour the non-public areas of the barn building.


All bids must be accompanied by a bid guarantee in the form of a certified check, money order, cashier’s check or bid bond in the amount of five percent (5%) of the total base bid amount.


The Owner reserves the right to reject any and all bids and to waive informalities or irregularities in any proposal.


This project is partially funded through the Rural County Economic Development Funds Grant Program, through Island County, with local funds from sales and use tax for public facilities in rural counties. All grant requirements and provisions must be met by the general contractor and all subcontractors. All work performed on this project will be subject to the prevailing state wage rates.
